Note: On Dec. 3, a 2.7 percent raise took effect for legislators, boosting salaries to $116,208. At the same time, the governor's salary was increased 3 percent, to $212,179. These figures will be reflected in next year's survey.

The following compensation packages are based on figures from Oct. 31.
In addition to the following compensation packages, managers are eligible for an annual performance award for outstanding service. The awards average $800, based on evaluation of performance. This is a one-time payment. Department heads are evaluated annually and performance pay up to 5 percent is determined by the city manager.
The city of Vacaville's required retirement contribution for nonpublic safety employees, is currently 17.698 percent. Its contribution for public safety (police and fire) employees is 22.808 percent.
Employees hired after July 1985 are not eligible for longevity pay.
Department Heads are eligible to receive up to 80 hours of administrative leave at the discretion of the city manager.
Vacation is accrued at the following rate: 10 days for managers and 16, 17, 18 and 19 days for department heads during the first five years of service; 15/20 days for six to 10 years; 16/21 days after 11 years; 17/22 days after 12 years; 18/23 year after 13 years; 19/24 days after 14 years; and 20/25 days after 15 years. The city manager and city attorney receive 25 vacation days per year. There is no cash-out option.
Managers accrue 12 days of sick leave per year. Those who have accrued at least 30 days of sick leave and who use less than four in any one year may cash out up to six days once each year. There is an option to cash out unused sick leave upon retirement.

Fairfield-Suisun Unified School District
The following compensation numbers are based on the maximum health benefit coverage the district is obligated to provide ($16,726). However, the district reports that, based on the coverage employees actually choose, the average cost is $11,276.08.
Employees who decline all health benefits are eligible to receive a payment of $233 per month; those who decline benefits for dependents are eligible for payment of $75 per month.
Life insurance premiums are paid on a $50,000 term life insurance policy for the employee.
District managers do not accrue vacation. The following information is based on full-time employment. Employees who work less than full-time receive prorated amounts. Amounts have also been prorated for new employees.
Managers receive the IRS-approved mileage (currently 44.5 cents per mile) for required travel in their personal vehicles. Meal allowance for required travel is $8 for breakfast, $11 for lunch and $18 for dinner.
The Superintendent/President's annual expense allowance is for travel and entertainment related to activities that promote the interests of the college.
Merit bonuses are not offered. Nor does the college offer Christmas bonuses, cell phone allowances, fitness club memberships or resume services.
There is no payment in lieu of taking vacation time. If a manager is refused vacation time, he or she is paid time and one-half for the amount of vacation refused. Managers are eligible for vacation payoff upon resignation.
Managers receive 14.4 days of annual sick leave. Sick leave is not paid off upon resignation.
SCC's retirement contribution is 9.124 percent for PERS and 8.25 percent for STRS.
A $1,500 per year district-paid tax-sheltered annuity is available to employees who do not enroll in the health plan.
The district pays $25 for a $10,000 life insurance policy and $48 for a $25,000 management life insurance policy.
